Abstract

After receiving the prophethood, the Prophet (PBUH) continued to preach in Makkah for 13 years with his companions. After that, he migrated to Madinah and the number of Muslims there gradually increased, so he established the first Islamic state in Madinah. During this time, he also made agreements with the Jews and Christians living in the surrounding areas. But along with this, also define the rights and rules of the people living in the Islamic state, the details of which are available in the books of hadiths. Terms such as dhimmis, mustaman and mahad are used for non-Muslims living in an Islamic state. The different terms were based 
on the status of non-Muslims. There is no doubt that all these terms are correct in their place, but according to the current conditions, appropriate terms should be introduced, or old terms should be given new meanings according to the contemporary requirements needs to be done 
so that they are easy to understand and practice. Therefore, this paper will focus on the need to reconsider the application aspect of these terms keeping in view the change of time and circumstances. Because the conditions under which it was formulated no longer exist. The 
world has become a global village, and there are many international agreements under the United Nations etc. which all the countries of the world, whether they are Muslim or nonMuslim, are part of United Nations.
